Revolution Counter by the Tabor Manufacturing Co.

This device is used to count the revolutions of a hit and miss or similar steam engine, and was used by the engineer and keeper at many US Lightstations in the Fog Signal building to adjust the equipment. It still works, and was made Ca 1895.
